    You are looking at a used Armstrong #1K Lathe Knurling Tool which has the knurling rollers in it.  I have not personally tried this out but the top is rotating as it should.  The knurls are free, they do have some wear on them.  This item will be sold as-is, no returns or refunds once this is purchased.
